Miami-Dade officials clash over GTA 6 Vice City marketing, Kotaku reports

CONFIRMED

Miami-Dade County is split over whether it should help market Grand Theft Auto VI, Kotaku reports. Sheriff Rosie Cordero-Stutz has publicly opposed turning parts of Miami into a real-life Vice City. Kotaku also reports that Mayor Daniella Levine Cava’s office pitched the partnership to Rockstar in the first place.

What we know

Kotaku reports that Mayor Levine Cava pitched a “GTA VI x MDC” collaboration to Rockstar in June 2026. The Miamian first uncovered the pitch through a public records request. Early reporting suggested Rockstar had approached the county.

Fortune reports the pitch deck went to Rockstar on June 29. According to Fortune, it included a “Vice City Airport” concept at Miami International, Vice City-wrapped Metromover cars, a PortMiami mural, custom manhole covers and a car festival at Tropical Park.

A spokesperson for the mayor told reporters the collaboration had not been “formally agreed to or approved,” Kotaku reports.

Sheriff Cordero-Stutz opposed the plan. Kotaku reports her objection was part of a joint statement with Commissioner Juan Carlos Bermudez. She pointed out that GTA’s fictional world includes murder, robbery, drug trafficking, carjacking and violence against law enforcement. The line “Miami-Dade County is not Vice City” has been attributed to Bermudez in some summaries. Kotaku, Complex and Fortune attribute it to the joint release. Fortune says the release ended with that line. Bermudez is quoted separately on promoting “the Miami-Dade we have worked so hard to build.”

One deal is already in place. Reuters reports the county signed an agreement with Rockstar representatives to install a “Welcome to Vice City” sign on the roof of the Kaseya Center, home of the Miami Heat. Mayoral chief of staff Christopher Hudtwalcker told commissioners this was the only agreement signed and that Rockstar was paying “close to $1 million.” Fortune puts the figure at $975,000, which is $25,000 below the threshold that would have required a County Commission vote.

What we don’t know yet

The next step is a commission vote. Fortune reports that commissioners led by RenĂ© Garcia objected on October 6 to the mayor’s staff negotiating paid promotions at county facilities. Commissioner Oliver Gilbert used a procedural move to push the vote to October 20. Fortune says the vote could decide how far county participation goes. As of October 19, we have found no reported outcome.

Commissioners also reminded the administration that any deal above $1 million has to come back to the board. Nothing reported so far shows whether further county deals are planned at that scale.

The neighboring cities are moving separately. Fortune reports that Miami Beach approved a deal worth up to $4 million in a 4-3 vote, with Vice City branding on beach chairs and umbrellas planned from October 15 to December 31. Rockstar Report said Miami Beach had not yet signed as of October 13. Fortune also reports that the City of Miami approved temporary banners worth up to $1.2 million.

Secondary outlets have named other commissioners as critics. We have not verified those accounts.

Rockstar has not publicly addressed the dispute in the material we reviewed.

What it means

Local government is already involved. The Kaseya Center sign is signed and installed, and Rockstar’s Miami campaign does not depend on the county alone, with Miami Beach and the City of Miami running their own approvals.

The fight is about the county’s reach. If the commission tightens oversight, the larger concepts in the June pitch, such as airport and transit branding, would face a vote. The Kaseya deal was structured to avoid one.

For Rockstar, the risk looks limited to optics and a smaller footprint in one jurisdiction. The October 20 vote is the next marker to watch.
