GTA 6 development history: how Rockstar built Grand Theft Auto VI

By Fact-checked by Terrence Abiola Published

Grand Theft Auto VI started in 2015 as a research trip to Miami under the codename Project Americas. It is scheduled to launch on November 19, 2026, after more than eight years of full development and two public delays. This briefing gives the dated history from the first plans to launch week, and marks how well sourced each claim is.

Key takeaways

  • GTA VI began as Project Americas after a 2015 Miami trip. The first plan covered parts of North and South America before it was cut down to Leonida.
  • Rockstar’s three heads of development told Bloomberg in October 2026 about a “dark period” when the game had no clear vision.
  • The date moved twice in public: fall 2025 to May 26, 2026, then to November 19, 2026.
  • Zelnick’s “18 months behind” remark points to an internal spring 2025 target. It does not mean there was a secret third delay.
  • Rockstar’s UK staff vote on union recognition from November 12 to 26, so the ballot is open during launch week.

How to read the labels: Confirmed means Rockstar, Take-Two or a named person on the record said it. Reported means named journalism about public events, such as court hearings or union statements. Rumor means a claim nobody has confirmed, with the source named. Debunked means a claim the record contradicts.

What we know: GTA 6 development history in brief

GTA VI took shape in three stages. Rockstar explored the idea in 2015, put the studio fully on it after Red Dead Redemption 2 shipped in late 2018, and confirmed it publicly in February 2022. Since then, two delays have moved the launch from fall 2025 to November 19, 2026.

  • Confirmed: The game began as Project Americas after a 2015 Miami research trip involving Rob Nelson. Rockstar leadership said so to Bloomberg Businessweek (October 2026).
  • Confirmed: Rockstar puts the work at more than eight years and says the company now employs 4,711 people across 12 offices (Bloomberg, October 2026).
  • Confirmed: In February 2022, Rockstar said active development of the next Grand Theft Auto was “well underway”.
  • Confirmed: Rockstar delayed the game twice, on May 2, 2025 and November 6, 2025. Take-Two restated the November 19 date in its Q4 FY2026 report on May 21, 2026.
  • Reported: On October 17, 2026, a report citing Bloomberg said the game had not gone gold yet. No gold announcement had appeared by early November.

Where it started: the long gap after GTA V and Red Dead Redemption 2

GTA VI came 13 years after GTA V. The main reason is that Red Dead Redemption 2 took most of Rockstar’s staff from about 2014 until its October 2018 launch. GTA VI existed as research and early planning during those years. It became the studio’s main job only after RDR2 shipped.

2013 to 2018: GTA V ships, RDR2 takes the building

Grand Theft Auto V came out on September 17, 2013. GTA Online kept it selling for years after that. Rockstar’s next big project was Red Dead Redemption 2, which shipped on October 26, 2018. Rockstar works as one network of studios on one flagship game at a time. While RDR2 was in production, the next GTA could only get a small share of the company’s attention.

2015: Project Americas and the Miami research trip

Confirmed: Bloomberg Businessweek reported in October 2026 that GTA VI began as Project Americas after a 2015 research trip to Miami involving Rob Nelson. KitGuru and DualShockers carried the same account from the feature. The codename describes the first plan, which covered parts of North and South America.

Did you know?

According to Bloomberg Businessweek’s October 2026 feature, GTA VI’s working codename was Project Americas. Its first scope covered parts of North and South America, not only a fictional Florida.

2016 to 2019: reported restarts

Rumor: Fan-run timelines and forum posts say the project restarted at least once between 2016 and 2019. The most common version says an earlier build was cancelled in 2019 after about 18 months. None of these claims names an original source, and Rockstar has not confirmed any restart. Bloomberg’s on-record account does match a long period of unsettled direction, covered in the next section. That makes a reset plausible. It is still not documented.

2019 to 2022: full production and the February 2022 confirmation

Confirmed: In February 2022, Rockstar published a statement saying active development of the next Grand Theft Auto was “well underway”. Reported: Former Rockstar developer David O’Reilly has said he worked on the game from after RDR2, in late 2018, until he left in 2023. His dates match Bloomberg’s “more than eight years”. Confirmed: Phil Hooker told Bloomberg that by 2022 there were finally enough working pieces to see the whole game.

Project Americas: the game GTA 6 almost was

GTA VI was first planned as a much larger game. Rockstar confirmed to Bloomberg that the Project Americas map was far bigger, and that it was later narrowed to Vice City and the state of Leonida. Before October 2026, Rockstar had never given an on-record account of the game’s development.

Who was in the room

Bloomberg’s feature appeared in print as “The Making of Grand Theft Auto VI”. Online it ran as “To Make GTA VI, Rockstar Had To Remake Itself”. Jason Schreier wrote it after a full-day visit to Rockstar North in Edinburgh in late September 2026. He interviewed:

  • Jennifer Kolbe, Rockstar’s head of publishing
  • Rob Nelson, one of three heads of development
  • Aaron Garbut, head of development, co-studio head of Rockstar North and longtime art director on the series
  • Phil Hooker, the third head of development
  • Jonathon Ashcroft, also interviewed for the feature

Agent's note

Bloomberg’s feature is paywalled. If you quote it secondhand, use outlets that name the interviewee and quote them directly. Many summaries mix Bloomberg’s own analysis with what Rockstar actually said.

The dark period

Confirmed: Rob Nelson told Bloomberg (October 2026) that GTA VI went through “a dark period” when the game’s vision was not yet clear. That is Nelson’s description, not a statement from Rockstar staff as a group. Bloomberg lists several causes:

  1. The pandemic cut productivity and stopped Rockstar’s performance-capture work.
  2. Fast hiring made communication across the studios harder.
  3. Some senior designers quit over what they saw as a lack of progress. Coverage says staff complained of indecision and conflicting visions.

Nelson said keeping a team together through that period was “really challenging”.

What was cut, and what’s only rumor

Confirmed: The map was reduced from multi-continent Project Americas to Leonida. That is the scope change Rockstar acknowledged (Bloomberg, October 2026). Rumor: Secondary summaries of the feature, including posts on X, say early plans included three cities and four protagonists. Nobody has checked that claim against Bloomberg’s text, so treat it as unconfirmed. The shipping game has two leads, Lucia and Jason. If you follow the fan effort to rebuild Leonida’s layout from trailer footage, keep in mind that the final map is the smaller of Rockstar’s plans.

Reported: Coverage of the feature says Rockstar set up a studio in Los Angeles only to build the game’s non-player characters.

When did GTA 6 development actually start?

The honest answer depends on where you start counting. Measured from the 2015 Project Americas trip, the game took about 11 years. From full production after RDR2, it took about 8, which matches Rockstar’s own figure. From the reported 2019 restart, it took about 7.

Start point Evidence Years to November 2026 Source type
2015 (Project Americas) Miami research trip, codename confirmed by Rockstar About 11 Confirmed (Bloomberg, Oct 2026)
Late 2018 (after RDR2) “More than eight years” of work; O’Reilly’s account About 8 Confirmed / Reported
Second half of 2019 (restart) Reset claimed by fan timelines About 7 Rumor

Pre-production vs full production

Did GTA 6 really start in 2014, or was that only brainstorming? The record supports the second reading. Rockstar dates the origin to 2015 research, and only a small group was involved before RDR2 shipped. Rockstar’s own figure, “more than eight years”, lines up with full production starting in late 2018.

Agent's note

When a headline says “GTA 6 took X years”, check the start point. 2015, late 2018 and 2019 each produce a different number, and all three appear in the press.

Why GTA 6 took so long

There are four documented reasons: Red Dead Redemption 2 occupied the studio until late 2018, the scope was cut back, the tools were rebuilt for a new console generation, and Rockstar almost doubled in size. Rockstar’s standard for polish then added two public delays.

The RDR2 factor

RDR2 shipped in October 2018 and took most of Rockstar’s staff for years before that. GTA VI was only Rockstar’s second release of the PS4 era, and the studio skipped that generation for it entirely. The game is built for PlayStation 5 and Xbox Series X|S only.

Engine and tools built to outlast one game

Rockstar builds its games on its own technology, the RAGE engine line. The leads say the GTA VI generation of that technology was designed to be reused. Confirmed: Phil Hooker told Bloomberg (October 2026): “The engine, the tools and the team we’ve built during this project will allow us to do things more quickly.”

Scale: a near-doubling of headcount

Confirmed: Rockstar now employs 4,711 people across 12 offices, per Bloomberg (October 2026). Reported: Secondary coverage of the feature says the company grew from 2,441 staff over the course of the project. That starting figure has not been checked against the paywalled text. Bloomberg ties the fast growth to the communication problems in the dark period.

What GTA 6 cost: the $1.5 billion question

Rockstar has not said what GTA VI cost. The most repeated claim, that the budget passed the roughly $1.5 billion spent building Dubai’s Burj Khalifa, is Debunked. Jennifer Kolbe dismissed it in the Bloomberg interview (October 2026) but did not give a real figure. GamesRadar+ and This Week in Videogames reported the same exchange.

Bloomberg adds its own judgment that, given the time and staff involved, GTA VI is almost certainly the most expensive video game ever made. Rumor: That is Bloomberg’s analysis, not a Rockstar statement. Rockstar has also not published a retail price. For what stores list, see the separate breakdown of GTA 6 price by edition.

Every delay, and the ’18 months behind’ quote

GTA VI had two public delays: from fall 2025 to May 26, 2026, then to November 19, 2026. Strauss Zelnick’s “18 months behind” remark refers to an earlier internal target, not a third delay.

Target When it changed Announced by Stated reason
Spring 2025 (internal) Never public. Surfaced in May 2026 Strauss Zelnick, Founders podcast “About 18 months behind the original date”
2025, then fall 2025 2025 shown in Trailer 1 (Dec 2023); fall 2025 given in May 2024 Rockstar; Take-Two First public window
May 26, 2026 May 2, 2025 Rockstar More time to meet expectations, with an apology
November 19, 2026 November 6, 2025 Rockstar To finish with “the level of polish” players “expect and deserve”
November 19, 2026 (restated) May 21, 2026 Take-Two Q4 FY2026 report and 8-K Date held

Internal spring 2025 target

Confirmed: On the Founders podcast with David Senra, reportedly recorded May 17, 2026, Zelnick said: “I think we’re about 18 months behind the original date… Not much more than that.” In the same interview he said: “November 19th. I do know.” Video Games Chronicle and others link the remark to an internal spring 2025 target.

Some versions credit the quote to Take-Two’s appearance at a TD Cowen conference and call it a “third delay”. Both details are wrong. Rockstar itself has not publicly identified an internal spring 2025 date as the basis for an 18-month delay.

Fall 2025 to May 26, 2026

Rockstar announced the first delay on May 2, 2025, setting a new release date of May 26, 2026, and released Trailer 2 on May 6, 2025. It apologized and said the team needed more time to meet expectations.

May 26, 2026 to November 19, 2026

Confirmed: Rockstar announced the second delay on November 6, 2025, the same day as Take-Two’s quarterly results. It said the extra months would let it finish with the polish players expect. Confirmed: Zelnick also said in May 2026 that Take-Two and Rockstar would hold back marketing spend “until we’re pretty close to release” (TechRadar). Rumor: A fan-site summary says Zelnick talked about “compressed timelines”. The original interview has not been verified.

The leaks: 2022 hack to 2026 clips

GTA VI has had two major leak episodes: the September 2022 network intrusion, and a run of unauthorized gameplay clips from August 2026. This section covers who said what. It does not describe the leaked material.

September 2022: the intrusion

Confirmed: On September 19, 2022, the day after the footage appeared, Rockstar said it had suffered a “network intrusion”. It said an unauthorized third party had illegally accessed its systems and downloaded confidential information, including early development footage of the next Grand Theft Auto. Rockstar said it was “extremely disappointed” and that work would “continue as planned”. It said it expected no disruption to live services. In a filing, Take-Two said it had taken steps to isolate and contain the incident. Its shares fell nearly 6% in pre-market trading.

Was the 2022 footage the real game or an old build? Rockstar called it early development footage of the next game. So it was real, and it was years from finished.

Rumor: GTAVice.net, summarizing Bloomberg, says the breach began with phishing on Slack. Nobody has checked that against the original. Rumor: GameSpot says, hedged with “reportedly”, that the alleged 2022 hacker is due in court on November 9. It cites no filing.

Garbut on the leak, four years later

Confirmed: Aaron Garbut told Bloomberg (October 2026) that the leaks felt “like somebody’s wading through your dirty washing”. GameSpot, TechRadar and GamesRadar all quote him calling them “really weirdly invasive” and “quite hard to deal with on an emotional level”. Debunked: Some headlines said Rockstar “broke its silence” on the 2022 leak. In fact, Rockstar acknowledged the leak in 2022. Debunked: The word “heartbreaking” is often attributed to the Bloomberg interview. According to Vice, it comes from an earlier Rockstar statement, not from Garbut.

In December 2023, Trailer 1 leaked hours before its planned debut, and Rockstar released it early. TechRadar reported that Zelnick called that leak “disappointing”.

2026: clips, takedowns and subpoenas

Reported: From August 18, 2026, an anonymous leaker using the handle CyberLeek began posting gameplay clips. GameSpot noted that new material appeared on October 14, the day Bloomberg’s feature ran and five weeks before launch. Rockstar has not confirmed where the clips came from. According to Variety and Heise, Take-Two filed four DMCA subpoena requests in the Southern District of New York, aimed at Discord, Microsoft (over GitHub), X and Google. The Discord request asks for data on every account that posted in three named servers since June 1.

Can Rockstar release the game early because gameplay has leaked? Nothing official suggests it will. As iGrandTheftAuto.com noted, the launch build still has to be finalized, so moving the date forward is not simple.

Agent's note

Don’t share or re-upload leaked clips. Take-Two has asked a federal court to make platforms hand over data on accounts linked to GTA VI leaks.

How Rockstar works: unplanned details and studio culture

Rockstar North lets developers add small details to the world without a plan or sign-off from above. That is how Jason Schreier described the studio after his visit. Rockstar itself has made no announcement on the subject.

Reported: Insider Gaming (around October 19, 2026) relayed Schreier’s account that artists can add small environmental details and features themselves. Schreier also explained this in an 18-minute video on his personal YouTube channel. The comparison is Red Dead Redemption 2, where at least one widely noticed detail was reportedly never in any plan. Debunked: A viral line saying that “top devs don’t know” everything in the game was Schreier’s guess, not something Garbut said.

Rockstar has a long record of saying little. The Bloomberg feature was the first time its leadership spoke in detail on the record about this game. Zelnick’s May 2026 marketing comments explain the quiet stretch before launch: spending was held back until release was close.

Inside the studio: crunch, return to office and the firings

Rockstar’s workplace record during GTA VI covers three issues: crunch, a 2024 return-to-office order, and the late-2025 dismissal of 34 staff, which is now before a tribunal. Rockstar and the union describe these events very differently, and the summary below gives both accounts.

Crunch: what’s on record

The only on-record leadership comment about strain is Nelson’s account of the dark period. Reported: Earlier Bloomberg reporting described management saying it wanted to avoid the brutal crunch of the RDR2 era. Debunked: No source supports the claim that GTA VI involved “no crunch”. Rumor: Former Rockstar North technical director Obbe Vermeij posted that the company has had little crunch, and GamesRadar covered the post. That is one ex-employee’s view, and he did not work on GTA VI.

Return to office, 2024

Reported: In April 2024, Jennifer Kolbe emailed staff ordering a return to the office five days a week. Press reports say the email cited productivity and security.

The firings and the IWGB tribunal

Reported: Rockstar dismissed 34 workers around October 30 and 31, 2025. According to the IWGB (Independent Workers’ Union of Great Britain), 31 of them were union members and three were based in Canada. Rockstar says they were fired for gross misconduct over sharing confidential information in a public forum. The IWGB calls it union busting.

At the Glasgow Employment Tribunal, Judge Frances Eccles refused interim relief in January 2026. Bloomberg reported that she was not convinced at that stage that the firings were union busting. The IWGB says it remains “more confident than ever” and has also brought separate blacklisting claims. The full hearing ran from September into October 2026. Kotaku reports closing submissions are expected on November 17 and 18, and no judgment has been given.

Rumor: Tribunal evidence includes an allegation that a “mole” was in a Discord server, as Kotaku reported. The allegation has not been tested.

Did Rockstar fire the union developers because of leaks or because of the union? Rockstar points to misconduct and the union points to its organizing. The tribunal will decide, and it has not ruled yet.

The union recognition vote

Reported: Kotaku, citing an IWGB release, says Rockstar’s UK staff will vote on recognizing the IWGB between November 12 and 26, 2026. Kotaku’s report includes no Rockstar or Take-Two statement confirming those dates. The union says a yes vote would create the largest recognized union in the UK games industry. It says the deal would give staff a say on pay and bonuses, overtime, redundancies, flexible working and generative AI policy. In June, the union said it represented “a significant proportion” of staff at Edinburgh, Dundee, Lincoln and Rockstar’s other UK studios.

Date Event Outcome
Apr 2024 Five-day office mandate (Kolbe email) In force
Oct 30 to 31, 2025 34 dismissals, 31 of them IWGB members Rockstar cites gross misconduct
Jan 2026 Interim relief hearing, Glasgow Refused
Jun 30, 2026 Request for voluntary recognition Rockstar did not recognize the union before launch
Jul 2026 Recognition talks begin Ongoing
Sept to Oct 2026 Full tribunal hearing Closing submissions due Nov 17 to 18
Nov 12 to 26, 2026 Recognition ballot Result pending

Marketing history: three trailers in three years

Rockstar has released three trailers: Trailer 1 on December 4, 2023, Trailer 2 on May 6, 2025, and an un-numbered Launch Trailer on October 15, 2026. All three got heavy viewing, set against years of near silence.

  • Trailer 1: It set a YouTube record with more than 93 million views in 24 hours.
  • Trailer 2: It drew 475 million views across all platforms in 24 hours, according to Rockstar.
  • Launch Trailer: Rockstar released it with no warning on Thursday, October 15, 2026, under the title “Grand Theft Auto VI Launch Trailer”.

Did you know?

Rockstar does not call the October 15, 2026 video “Trailer 3”. Its official title is “Grand Theft Auto VI Launch Trailer”. Trailer 2’s 475 million cross-platform views were about five times Trailer 1’s record, which TechRadar reported from Rockstar’s figures.

Agent's note

Be suspicious of any “Trailer 3” upload that isn’t on Rockstar’s own YouTube channel. The official video is titled “Grand Theft Auto VI Launch Trailer”.

Has GTA 6 finished development? The gold-status question

As of November 4, 2026, neither Rockstar nor Take-Two has said GTA VI has gone gold. “Going gold” means the launch build is locked and ready for manufacturing. After that, any fixes ship as patches.

  • Reported: On October 17, 2026, Notebookcheck, citing Bloomberg, said the game had not gone gold and that developers were still working on final fixes. The report said this did not point to another delay.
  • Reported: A November 1 status check found no gold announcement, and the official page still listed November 19.
  • Rumor: GameCryst claimed Rockstar announced gold on October 1. No other source supports it, and later reporting contradicts it.
  • Confirmed: Rob Nelson told Edge, in an interview reported on October 29: “It’s ready.” That is an interview quote, not a gold announcement.

Is another delay coming? Take-Two’s last official statement keeps November 19, and nothing on record suggests a change. For comparison, Rockstar announced GTA V had gone gold 24 days before its September 17, 2013 release. GTA VI’s launch is 15 days away, so it has passed that mark. Preload schedules and the review embargo will be the next public signs. Details on GTA 6 preload and when GTA 6 reviews go live are covered separately.

Agent's note

Watch Rockstar Newswire and Rockstar’s X account for a gold announcement. Rockstar posted one publicly for GTA V. A gold claim from anywhere else is unconfirmed until Rockstar posts it.

What is rumored: the unconfirmed claims, graded

The rumors below come up most often in coverage of GTA VI’s development. Each one is graded by how reliable its source is.

Claim Source Call
Earlier version cancelled in 2019 after 18 months Fan-run timelines, no named original Rumor, weak sourcing
Three cities and four protagonists planned Secondary summaries of Bloomberg on X Rumor, unverified against the text
Breach began with Slack phishing GTAVice.net summarizing Bloomberg Rumor
Alleged 2022 hacker in court November 9 GameSpot, “reportedly” Rumor
PC version in early 2027 Dexerto citing a GamesBeat report with anonymous sources Rumor, no Rockstar statement
Gone gold on October 1 GameCryst only Rumor, contradicted
Budget over $1.5 billion Repeated claim Debunked by Kolbe
“18 months behind” means a third delay Misattributed to TD Cowen Debunked

How GTA 6’s development compares

GTA VI’s cycle is long for Rockstar but not the longest in the industry. The figures below are commonly cited estimates, not official studio numbers.

Game Approximate development span Release
Grand Theft Auto VI More than 8 years of full work (2015 origin) November 19, 2026 (scheduled)
Red Dead Redemption 2 About 8 years October 26, 2018
Grand Theft Auto V About 5 years September 17, 2013
Duke Nukem Forever About 14 years 2011
Kien About 22 years 2025
Star Citizen In development since 2012 Not released

What it means for the next Rockstar game

The next Rockstar game should arrive sooner. Rockstar has not named it or given a date. Confirmed: Phil Hooker and Aaron Garbut told Bloomberg (October 2026) that the engine, tools and team built for GTA VI will carry over. Hooker said the studio can “go more sideways than upwards”, meaning it can build new content rather than rebuild its foundations. Debunked: Neither of them mentioned GTA 7. They talked only about Rockstar’s “next project”, as VGC and GameSpot reported.

The near-term signals are the ones to track: a gold announcement, the tribunal judgment, the ballot result on November 26 and launch day. What is confirmed about the release date for GTA 6 is kept in its own briefing.

FAQ

When was GTA 6 actually in development?

Early research began in 2015 under the codename Project Americas, and full production followed RDR2’s October 2018 launch. Rockstar confirmed active development in February 2022 and puts the work at more than eight years.

How many years did GTA 6 take to make?

Rockstar’s own figure is more than eight years, counted from full production in late 2018. Counted from the 2015 Miami trip, it is about 11 years. Counted from the rumored 2019 restart, it is about 7.

When did Rockstar start working on GTA 6?

In 2015, with a research trip to Miami involving Rob Nelson, Rockstar confirmed to Bloomberg in October 2026. Most of the studio moved onto the game only after Red Dead Redemption 2 shipped.

Has GTA 6 gone gold?

Not officially, as of November 4, 2026. An October 17 report citing Bloomberg said final fixes were still under way, and no Rockstar announcement had appeared by early November.

How is GTA 6 developed, and what engine does it use?

It runs on Rockstar’s own RAGE technology and is built for PlayStation 5 and Xbox Series X|S. According to Schreier, Rockstar North lets developers add small world details without central planning.

Was GTA 6 made with AI?

Rockstar has not said it used generative AI on GTA VI. The only AI issue on record is the IWGB’s demand that staff get a say in generative AI policy.

What was GTA 6’s original codename?

Project Americas. The first scope covered parts of North and South America before it was cut down to Leonida and Vice City.

Why did GTA 6 take so long?

RDR2 occupied the studio until 2018. After that came a scope rethink, a “dark period” without a clear vision, pandemic disruption, fast hiring and Rockstar’s standard for polish.

How many times has GTA 6 been delayed?

Twice in public: on May 2, 2025, moving it to May 26, 2026, and on November 6, 2025, moving it to November 19, 2026. Zelnick’s “18 months behind” refers to an internal spring 2025 target.

What was GTA 6’s original release date?

The first public window was 2025, narrowed to fall 2025 in May 2024. According to Zelnick’s May 2026 podcast remarks, the internal target was spring 2025.

Why is Rockstar so silent compared to other studios?

Saying little has long been Rockstar’s practice. Zelnick also said in May 2026 that marketing spend would wait until release was close. The October 2026 Bloomberg feature was the first time leadership spoke on the record in detail.
