What is in the Criminal Enterprise Starter Pack
Rockstar launched the Criminal Enterprise Starter Pack on December 14, 2017, and from April 20, 2018 it was also bundled in the GTA V Premium Online Edition (later renamed Premium Edition). The idea was simple: give new GTA Online players a stack of properties, vehicles and gear that existing players had spent years grinding for.

This is the core of the pack. You get one property from each of the main business types that existed in 2017, plus somewhere to live and somewhere to park.

Two details matter here. First, the businesses are the empty shells. Upgrades like the bunker’s equipment and staff, or the counterfeit factory’s security and equipment upgrades, are bought separately with GTA$. Second, the Counterfeit Cash Factory only works because the pack also gives you a clubhouse. MC businesses require you to be an MC President, and that requires a clubhouse.
Vehicles
The vehicle list leans toward variety over raw performance. You get two bikes, a helicopter, a weaponised buggy and a mix of cars.

None of these will win you a top-tier race lobby today. The Frogger and the Dune FAV are the two we would actually use day to day when starting out. The helicopter in particular saves a lot of driving between Los Santos and the Paleto Forest bunker.
GTA$ bonus cash
The pack includes a one-off GTA$1,000,000 deposit into your Maze Bank account. That figure has stayed constant since launch.
A million sounds big until you price modern GTA Online. It covers the upgrades for one business, or a single newer vehicle, or the purchase of a cheap Kosatka-tier stepping stone toward bigger earners. Spend it on something that pays you back. Upgrading the bunker’s equipment and staff is the classic move, because an un-upgraded bunker barely earns.
The bonus cash usually lands shortly after you load into GTA Online with the pack owned, though it isn’t always instant. If it hasn’t appeared after a couple of sessions, Rockstar Support is the place to raise it.
Weapons, clothing and tattoos
The rest of the pack is cosmetic and combat gear. You get a set of weapons, a selection of clothing tied to the CEO, Biker and Gunrunning themes, and a batch of tattoos. The weapons appear in Ammu-Nation at no cost, while the outfits and tattoos show up in clothing stores and tattoo parlours unlocked for free.
None of it changes your earning power. It does save you from looking like a fresh spawn for your first week, which some players care about more than they admit.
Which versions of GTA V can get the pack
This is where most “where’s my code” confusion comes from. The Criminal Enterprise Starter Pack only exists for the PS4, Xbox One and original PC versions of GTA V. If you play on an Xbox Series X or Series S, you have a choice. You can buy the Xbox One version and the starter pack, then play it through backward compatibility. Or you can play the native Series X|S version with the Career Builder. We recommend the native version almost every time: better load times, better visuals, the newer content updates first, and the Career Builder is more useful than the pack.

The Career Builder is the modern replacement, and for most new players it is the better deal. When you create a new character on the Expanded and Enhanced version, you pick one of four career paths and get GTA$4,000,000 to spend on that business, plus a vehicle, a property and weapons.

Official giveaways have happened, just not as “codes” posted in comment sections. The biggest one ran on PC: the Epic Games Store gave away GTA V Premium Edition, starter pack included, from May 14 to May 21, 2020. Demand was so heavy it knocked the store offline for a while.

Real giveaways come from Rockstar, Microsoft, Sony, Epic or a subscription service. They are announced on official channels and redeemed through the official store. If a “giveaway” needs you to visit a third-party site, it isn’t one.
How to redeem a starter pack code on Xbox One
If you bought a digital code from an authorized retailer, or someone gifted you one, redeeming it takes about a minute.
Quick steps: redeem a Criminal Enterprise Starter Pack code on Xbox One

- Visit Dynasty 8 Real Estate for the San Vitas Street apartment and the Exceptionalists Way garage.
- Open the vehicle sites (Legendary Motorsport, Southern San Andreas Super Autos, Warstock Cache and Carry, Elitas Travel) and claim each free vehicle.
- Stop at Ammu-Nation, a clothing store and a tattoo parlour to collect the free gear.
Claim the clubhouse before the Counterfeit Cash Factory. The factory purchase only goes through if you can register as an MC President, and that needs the clubhouse.
Claim the 10-car garage before the vehicles too. Otherwise the game will start filling your apartment’s limited spaces and asking you to replace cars.

Starter pack properties were free, so they have no trade-in value. Nobody can generate a valid Xbox code. Microsoft creates codes tied to a product and region, and a random string won’t redeem. The moment a site asks you to complete a survey, download something or log in with your Microsoft account, close it.

- Paleto Forest bunker. It sits in the far north of the map. Many sell missions send you down to Los Santos, which means long, exposed drives in public lobbies. Players regularly name it one of the worst bunker locations.
- Great Chaparral clubhouse. Remote and mostly out of the action. It works fine as a gateway to MC businesses, but it isn’t somewhere you’ll spend time.
- Maze Bank West office. The entry-level executive office. Functionally it runs CEO work and Special Cargo the same as the pricier towers, but the warehouses you need for Special Cargo cost extra.
- Senora Desert Counterfeit Cash Factory. The location is serviceable. The issue is the business itself: counterfeit cash is one of the lower-earning MC products compared with cocaine or meth.
The strong spots
- The GTA$1,000,000. Liquid money is always useful, especially early.
- Bunker access. Even a badly placed bunker unlocks Gunrunning research, the Mobile Operations Center and passive weapons production. Upgraded, it is a respectable earner.
- The Frogger and Dune FAV. Both see real use on a new character.
- Time saved. You skip weeks of grinding before you can try every business type. That’s the real selling point.
Our verdict: buy it on Xbox One if you’re new and the price is right, then plan to replace the bunker eventually. On Series X|S, take the Career Builder and pick better locations.
Making the pack pay: what to do next
The starter pack gets you in the door. The money comes from what you do with it.
Upgrade the bunker first. Spend part of the GTA$1,000,000 on the equipment and staff upgrades. An upgraded bunker producing weapons while you play other content is one of the most reliable passive earners in GTA Online, even from Paleto Forest.
Run the counterfeit factory lightly. It needs its own upgrades to be worth anything. Many players keep it supplied for passive income and focus their active time elsewhere.
Move into heists as soon as you can. Use the executive office for VIP Work. Registering as a CEO from the Maze Bank West office opens VIP challenges and work that pay steadily with no setup cost.
Save the rest for the bigger purchases. A good chunk of the starter pack’s real value is that it lets you skip buying low-tier properties, so your first GTA$ can go straight into things that earn.
Does any of this carry over to GTA 6?
Not announced. Rockstar and Take-Two have said nothing about transferring GTA Online characters, money, properties or purchases like the Criminal Enterprise Starter Pack into GTA 6 or its online mode. Anyone claiming otherwise is guessing.
What is CONFIRMED is the release date. Take-Two has set GTA 6 for November 19, 2026, on PS5 and Xbox Series X|S. A PC version is not announced. That matters for this guide because it means the starter pack is a GTA V and GTA Online purchase only. Buy it for what it does in GTA Online today, not as an investment in the next game.
